Indian plants do not have an awareness problem with NAPS. They have an operating problem: seats opened, stipends messy, OJT imaginary, and a batch that evaporates in month four.

We start with the supervisor, not the portal. A trade, a mentor, a weekly check-in, and a stipend calendar that payroll can actually run. Government reimbursement is a consequence of a clean file — not the product.

If your only KPI is ‘number of contracts uploaded’, you will get contracts. If your KPI is retention at month twelve and a supervisor who will take the next batch, you will get a workforce.

The Apprentices Act is not a loophole. It is a training statute. The moment you treat an apprentice as a cheaper workman, you have both a moral problem and a compliance problem. We will walk away from that brief.
